The government on Thursday extended till September 30 visas of all foreign nationals stuck in India due to the COVID-19 pandemic, an official spokesperson said. Foreigners in India can get COVID-19 jab via CoWIN portal : Health Ministry – ET HealthWorld

To ensure safety from the unbridled Coronavirus, the Union Ministry of Health has given a nod to allow foreign nationals residing in India to get registered on the CoWin portal to take COVID-19 vaccine. “They can use their passport as an identity document for the purpose of registration on the CoWIN portal.
